A Special Service Agreement (SSA) is a contractual arrangement within the United Nations system, which establishes a legal relationship between the organization and the person when the person is a contractor or service provider and not an agent. This arrangement is often used for very short contracts when the organization does not want to shoulder the burden of the complex bureaucracy associated with hiring a new employee and dealing with complex applications and benefits. Fixed-term contracts of up to one year less a day are fixed-term futures contracts. This type of contract may be the closest to what was once „Limited Time Assignment (ALD) ” or „Temporary Fixed Term (TFT)”, but it is strictly limited in terms of duration (alD and TFTs no longer exist). Temporary appointments lead to a „service cut-off” period to avoid a number of TA contracts. Fixed-term contracts such as limited-term assignments (ALDs) or fixed temporary terms (FTTs) are still personnel contracts, but they are clearly time-limited and generally do not have all the benefits of fixed-term contracts. And while these contracts can be renewed, there is usually a limited contract (for example. B 3 years or 4 years) after which the same person can no longer be in the mail. If you are on an ALD and you reach the limit, you need to take a time break defined by the organization.
The boundary between these two categories is not always easy to draw. For example, there is a big difference between Copenhagen and New York, where many Copenhagen nationals are doing jobs that would be in New York internationally. As a general rule, jobs that require an equivalent master`s degree are international, while local jobs require secondary education or a bachelor`s degree. In all these contracts, the professional grades are different (sometimes called levels). The International Public Service Commission has defined the ranks of ICS-1 at ICS-14 (for simplicity, it stops at ICS-14). And within these levels, there are two broad categories. The first is the general services category up to ICS-7, then the professional category that usually starts at ICS-8. General service jobs often do not require a master`s degree, while jobs in professional grades often require a master`s degree (UPDATE: See Also comment below). This deviation from the vacancy is kept only for archival purposes. Please note that the deviation to the original website may no longer work. In all these contracts, different levels apply.
Basically, there are two broad categories. The first is the general services category (sometimes called local) up to ICS 7, then the Professional (or International) category as a rule from ICS 8/9. The basic logic is that some jobs do not require international jobs. For example, it doesn`t really make sense to pay a lot of money to employ an administrator internationally, because there are usually qualified people for that work in the field. If you have a national contract, you can expect to stay in the country and you will not be required to move. If you have an international treaty, you can easily be assigned to any other part of the world (a fact that is often forgotten and which regularly leads to conflict when you are actually trying to reallocate the International). The „permanent contracts” proposed by the secretariat are at the top of the list.
